yes, yes, you are right, only one character can use it at a time and if you don't play for a month you still get around 700,000 sp in that month that you can use when you get back, so it is definitely worth turning this feature on

The passive sp seems to accrue at a rate of about 1000 sp per hour, that is just my estimate based on my own personal observation. The skill points keep adding up whether you are playing or not.
